Here we go again...
It was just this weekend that the supposed site for a new Fallout game, TheSurvivor2299, was confirmed to be a complete fabrication, with the site's designer explaining his story. Now, it seems that more legitimate documents have surfaced, again pointing to Boston as the setting for the next Fallout game.
Much like Bethesda warned, take everything you read below as nothing more than a rumor. That being said...
It seems Kotaku got hold of a set of documents including scripts and character descriptions a few weeks back. Probably a factor in why the outlet never bought into the hoax like so many other sites did. Kotaku has claimed the documents are authentic, but while "Fallout" is never explicitly stated outright, they do mention various locations that have appeared in previous games in the series, and the infamous "war never changes" phrase to boot.
If the documents are indeed true, then the plot centers around a character who has awoken from a cryogenic sleep chamber, and tasked by one Preston Garvey to set out for the Commonwealth (Massachusetts) and salvage a fusion core. Other named characters include an engineer named Sturges, and Travis Miles, a DJ.
As per usual, Bethesda has not commented on the documents. Even if they are legitimate, the documents easily could have been abandoned for some other type of plot. To date, the company has never formally announced that a new Fallout has even reached a planning stage, let alone that it's currently in development. Only thing we know for sure is that Obsidian wants the project bad.
We've provided copies of the documents Kotaku has posted below:

The Player narrates the game's introduction
********
INTERIOR, SPEAKING TO A SMALL ROOM OF A FEW PEOPLE FROM A PODIUM, LIGHTS LOW, A FILM PROJECTOR RUNS. GRAVE TONE.
We see images of the world as it was, in the days before nuclear war. We see images of the world in decline and international conflict on the horizon. Finally, we see the horror of a full-scale nuclear exchange and a world forever changed for those who survived.
PLAYER
In the year 1945, my great-grandfather, serving in the Army, wondered when he'd get to go home to his wife and the son he'd never seen. He got his wish when the U.S. ended World War II by dropping atomic bombs on Hiroshima and Nagasaki.
The world awaited Armageddon. Instead, something miraculous happened: we began to use atomic energy not as a weapon, but as a nearly limitless source of power. People enjoyed luxuries once thought the realm of science fiction.
But then, in the 21st Century, people awoke from the American Dream. Years of consumption led to shortages of every major resource. The entire world unraveled.
We now stand on the brink of total war - and I am afraid. For myself, for my wife, for my infant son. Because if my time in the Army taught me one thing -
It's that war - war never change
The Player meets a group of battle-weary mercenaries
********
INSIDE A SMALL UPSTAIRS ROOM OF AN ABANDONED MUSEUM. SEVERAL SOLDIERS LEAN AGAINST THE WALL OR SIT CRUMPLED IN A CORNER.
The Player has fought his way into a museum and reached what functions as a small redoubt for the mercenaries. Raiders have surrounded the building and are attempting to gain entrance. The mercenaries' leader, Preston Garvey, approaches the player.
PRESTON GARVEY
Man, I don't know who you are, but your timing is impeccable. Preston Garvey, Commonwealth Minutemen.
PLAYER
So who are these people? And what can I do to help?
PRESTON GARVEY
Just folks looking for a new home. A fresh start. I've been with 'em since Quincy. Lexington looked good for a while, but raiders drove us outta there. As for getting out of this mess - we do have one idea.
PLAYER
One good idea can make all the difference.
PRESTON GARVEY
There's a crashed chopper up on the roof of this place. If you could find a way up there and get the fusion core out of the battery compartment, we could power up our weapons and maybe just make it out of this place alive.
PLAYER
That sounds like a suicide mission. The answer's no. I'm out.
PRESTON GARVEY
Well, if you've got a better plan then let's hear it.
PLAYER
Museums need a lot of power, right? That means an on-site fusion grid. I bet there's a fusion core in this very building/ You'll have to cover me from here, and I'll need one of those rifles.
PRESTON GARVEY
Well, all right. Maybe our luck's finally turning around.
PLAYER
But when this thing is over? I keep the toys - the rifle and the fusion core. Wish me luck.
