There are several memorable characters that debuted on "Doctor Who", but it was Captain Jack Harkness that left the show with his own spinoff series. Although "Torchwood" has been cancelled, John Barrowman continues to hope for one more season of Captain Jack. The "Arrow" Season 5 actor spoke up on why the show couldn't get renewed, and it sounded like he is blaming "Sherlock" showrunner Steven Moffat!
John Barrowman Wants Captain Jack Harkness Return, But Steven Moffat Is Blocking 'Torchwood' Renewal?
It's no secret that John Barrowman is eager for "Torchwood" to return so he could play Captain Jack Harkness once again. The "Arrow" Season 5 star has publicly expressed interest over and over again, but the "Doctor Who" spinoff series still remains cancelled. But does this mean someone is trying to stop the show's revival? Barrowman has a theory, which he shared during the Honolulu Comic Con (via io9).

OK, so John Barrowman basically states that a "Torchwood" comeback is impossible unless it is approved by "certain people involved with 'Doctor Who'." The "Arrow" Season 5 actor somehow suggested that person is Steven Moffat, who has since reacted to the accusation.
Steven Moffat Reacts To John Barrowman 'Torchwood' Blocking Accusations
Yes, Steven Moffat loves "Torchwood". The "Doctor Who" showrunner finally spoke up about John Barrowman's issue, stating that he would never block the spinoff series. "It’s not my show and I could no more prevent it happening that [Barrowman] could cancel 'Sherlock'," Moffat said. In addition to that, he admitted to being "very happy to see more" of the show.
So who is blocking the "Torchwood" revival? Could it be that the Daleks have found a way to sabotage Captain Jack Harkness' show? Why would anyone want to prevent the comeback of the "Doctor Who" spinoff series? Unfortunately, John Barrowman (and fans) will have to keep hoping someone will change their mind about the renewal.
