Recent reports claim that Pangu Team's disregard to iOS 9.3.5 is possible due to its last crack release of iOS 10 last July at the Mobile Security Conference (MOSEC) in Shanghai, China. Anyways, iOS 10 needs to run more tests on securing it to avoid jailbreak attempts which mean that Pangu Team focuses on iOS 10's improvements.

The main reason why Pangu Team stopped working on the iOS 9.3.5 jailbreak is because of iOS 10's great features that contains entirely modern lock screen, smarter Siri and more playful and handy iMessage app.
Apple has recently stopped trying to jailbreak devices which results to fast instalments of iOS 9.3.3 and iOS 9.3.5. Jailbreak attempts can produce safety problems like hackers might break into people's devices to gather confidential data.
