To make the confusion disappear, game director Hajime Tabata had a recent interview with Siliconera where he stated that "Final Fantasy XV" will not be entirely an Open-World game as it is covering only 15% of the game's content.
The director added that the "Final Fantasy XV" will have two-part gaming structure. The first half will have an open-world component, while the second half will depict a linear path and has an estimated time 40-50 hours in finishing the game, saying that "Final Fantasy XV" will be a hybrid of some sorts, marking it as a first for the franchise.
Hajime Tabata further explained that this decision is wise for the game developers to keep players of "Final Fantasy XV" interact with the game and don't get bored or tired easily when exploring the game as it becomes more excitingly interesting.
