There's already an array of DLC characters announced for Mortal Kombat X, and players will be able to use them in a limited capacity without purchasing the packs.

NetherRealms' Creative Director Ed Boon explained on Twitter that one of the game modes will allow players to use DLC characters, even if they have not bought the pack. The Premiere Tower mode will feature challenges with certain characters, handing over control to specific fighters that include members of the roster otherwise only available through DLC.
This is of course not the same thing as having full access to a character, but it's certainly more than you'd normally get in other titles. DLC characters Predator (yes, from the film franchise), Jason Vorhees, Tanya, and Tremor are available in the Mortal Kombat X: Kombat Pack for $29.99. Goro is also available as a downloadable character.

The exact nature of this Premiere Tower isn't know, but it will presumably put players in control of a set character and ask them to win a specific scenario. Of course, Warner Bros and NetherRealms will undoubtedly be hoping that being able to use the special fighters in a limited fashion will result in players purchasing the DLC down the line.
