For those who aren't up on current events, Pussy Riot is a Russian feminist punk rock band that has been making waves by staging guerrilla performances in very public places. Their songs protest the treatment of LGBT people in Russia and stand against the President Vladimir Putin.

The human rights violations would be an easy in for discussion with Russia. That's the sort of PR that Underwood would really bite into, especially if he needs a win with the American people. The trailer shows that there are riots so he may need something on the world scale to get the people on his side.
We also see a Putin-esque character in the trailer as well as previous spoilers that have said that a new Russian character would be a thorn in Underwood's side as well.
