PSN and Xbox Live were down for extended lengths of time during the Christmas period, with the former in particular taking several days to resume normal service. Fear not, Destiny players, because Bungie extended Xur's stay until tomorrow due to the issues.

The mysterious merchant only shows up in-game during the weekend, and is increasingly important to character progression. In addition to selling Exotic weapons and items, he can also reset gear from the vanilla game that has since been upgraded with the release of The Dark Below.
"We understand that Xur has been hard to reach for a lot of you this weekend, so we're going to extend his stay," Bungie's forum post stated. "Our current plan is to allow him to remain in the Tower with his current inventory until Monday night at 10 p.m. PST, just before the weekly reset. We'll also keep an eye on the overall situation, and prolong the extension, as needed, for as long as is feasible."

That was posted yesterday, before both networks largely fixed their issues. Xbox Live got back much earlier, with PSN problems extending just about a full day more than its competitor's. Given that functionality is returned, now, Bungie will not likely be keeping Xur around any longer than Monday night--anyone who needed to log in and check or buy gear will have had a couple extra days to do so.
