The new update will introduce the third phase of the Champion System, which has had its groundworks laid out in updates 4 and 5. According to the official post, “This phase includes the ability to spend points in Champion Passives and many ability changes that complement the system.” The system is there to add new content for all post-level 50 players.

In addition to the Champion System, Bethesda and Zenimax will also be doing a slow roll-out for the Justice System. See developers, it’s okay when you say you’re going to release an update in stages. It prepares us for any bumps along the road.
“Justice System will include Skyrim-style PvE elements—you’ll be able to steal from vendors, pickpocket NPCs, kill NPCs, have justice meted out to you by guards—but not with the PvP Enforcer part of the system.” PvP is very tricky to balance, as there are thousands of players who are playing the game differently and for longer than the handful of Q&A guys the developers employ. Seeing how players react to their newfound skills on the NPCs let’s Bethesda monitor and adjust skills ahead of time, before players start inevitably griefing one another and stealing all their stuff.
Regarding the upcoming PvP zones, the post goes on, “Update 6 is so large that we’ll be holding the Imperial City PvP area for a future update. With all of our QA and testing resources focused on the far-reaching Justice and Champion Systems (along with other systems impacted by the update), we want to be sure that the Imperial City is fully ready when it hits PTS and moves on to launch.”
