After that, I tested Heizou in the trial to see what they gave him and what do we get from him.

He's also in R1, with 88 talents and C0. Now, in count effectiveness! Let's see what they can do. Okay, so his talent one, martial arts, the normal auto attacks have super low ratios.
Elemental skills deal tons of damage with declination boost. The declination damage stacks when you hold this skill, allowing you to deal more damage depending on the hold duration.
Elemental burst does mad lead nuke damage, which is followed up by a secondary hit, which will happen at the same time.
Now that we know all his normal attacks and skills, let's take a look at Heizou in actual battle.
Heizou Not Worth Your Resin
During my practice, I saw that Heizou's elemental skill can deal 4,000 damage. Well, this really s*cks, obviously. Now, his normal attacks are pretty weak.

When I used this character's charge attack, he swirled twice. This just means that his charge attack is getting the stacks, allowing it to deal extra damage when the combo hits all the enemies.
On the other hand, the declination stacks provide more damage to Heizou's elemental skill, that's cool. After that, the big nuke will take effect.
You can use your other characters first. After that, you can follow up their attacks with your quake ultimate and do your charge attacks.
Then you can use your elemental skill to finish the enemies. So, Heizou is a character that players can easily understand.
But, his overall damage is not that impressive, specifically on his trial version. His auto damage can't be improved using constellations.
With his auto attack ratios being too low, I think it will always be weak no matter what you do. His charge damage at 116% is super low as well.
So, relying on his auto attacks is a no-go. The best way you can benefit from his damage is by using his quick charge attack to get the declination stacks. Then, just use E-Q combo on him.
All in all, Heizou is not really worth your Resin. You might as well get Sumeru characters for better outputs.
