Niantic announced that Apex Shadow versions of Lugia and Ho-Oh will appear during the Pokemon Go Tour: Johto event.
Players who own a ticket to the event are given a chance to catch these unique versions of the Legendary Tower Duo from Generation II.
But to earn an encounter with Apex Shadow Lugia and Ho-Oh, they need to accomplish both the event-exclusive Special Research and the new Masterwork Research Tasks.

According to a post on the game's website, it is designed to be completed over a long period.

According to HITC, while they are taking the Masterwork Research Tasks, they will eventually meet either a Lugia or a Ho-Oh that gives off an aura that has never been seen before. If they are purified after being caught, their aur will change.
Ticket holders can also be able to catch both Apex Shadow Lugia and Apex Shadow Ho-Oh regardless of whether they are holding a Gold Version ticket or a Silver Version ticket.
Once they purchase a ticket for the event, they can still catch either Lugia or Ho-Oh, as these two will be appearing in the Raids.
Weakness, Counters
Before encountering either an Apex Shadow Lugia or an Apex Shadow Ho-Oh during Pokemon Go Tour: Johto, players need to know first the Pokemon that they can deploy as their counters for each of them.
Both Lugia and Ho-Oh are Flying-type Pokemon, with the former being a Psychic-type and the latter being a Fire-type.
According to Eurogamer, Flying-types are weak against Rock, Electric, and Ice-type Pokemon, while Psychic-types are vulnerable against Bug, Ghost, and Dark-type Pokemon.
On the other hand, fire-types are vulnerable against Ground, Rock, and Water-type Pokemon.
Once they know the weakness of these two Pokemon, they can now formulate a team that can counter them.
For Apex Shadow Lugia, according to Pokebattler.com, they can include either Melmetal (Thunder Shock, Rock Slide), Yveltal (Snarl, Dark Pulse), Bisharp (Snark, Dark Pulse), Magnezone (Spark, Wild Charge), Abomasnow (Powder Snow, Weather Ball), Stelix (Thunder Fang, Crunch) or Zapdos (Thunder Shock, Drill Peck) in their team.
For Apex Shadow Ho-Oh, according to PokemonGoHub.net, they can consider having either Aerodactyl (Rock Throw, Rock Slide), Rampardos (Smack Down, Rock Slide), Rhyperior (Smack Down, Rock Wrecker), Manectric (Thunder Fang, Wild Charge), Blastoise (Water Gun, Hydro Cannon) or Ampharos (Volt Switch, Power Gem) in their team.
They will learn new moves once they are caught during the Pokemon Go Tour: Johto.
For Apex Shadow Lugia, it is Airblast+, a stronger version of the Charge Attack Airblast that has 170 Power when used in Trainer Battles and 200 Power when used in Gyms and during Raids.
Apex Shadow Ho-Oh will learn Sacred Fire+, another upgraded Charged Attack. It would have 130 Power if they used it in Trainer Battles and 135 Power in Gyms and during Raids.
Pokemon Go Tour: Johto will start this February 26 at 9:00 AM, local time, and it will end on February 27 at 9:00 PM, local time.
