Last week, Ubisoft launched State of the Game for "The Division" wherein, the feature focused on the loot changes that is expected to arrive with Patch 1.4. And for the week 4 of their public test server, Ubisoft, through the Steam Community revealed the few changes they made on Difficulty, Health on Kill, Ballistic Shield and Double XP.
For the DIFFICULTY part of the game, they noted how Underground Challenge Mode will scale with group size in terms of enemy health; fortunately not basing it on enemy quantity. A note that says "To go with this change, chances to drop items from random enemies in Underground have been slightly lowered to ensure that an increase of enemies does not lead to even more loot."
