You can't make any Pokemon to evolve to Lapras, so the only chance of obtaining Lapras is by catching it in the wild, but you will need a lot of Razz Berries and Pokeballs for this rare Pokemon.

'Pokemon GO: How to Catch Staryu, Starmie and Seadra'

Starmie is a water-psychic type hybrid, and can be evolved from Staryu. As with Horsea, it also needs 50 Staryu Candy to evolve into Starmie. Seahorse-like Pokémon Seadra can be evolved from its first form Horsea. The cute water-type Pokémon can be evolved into Seadra using 50 Horsea Candy.
