TVLine confirms that the show will be based in the City of Angels, Los Angeles. What this means is that the pilot will probably most definitely be shot on location but the season, if picked up, may actually be shot somewhere cheaper that looks like the fabled city.

Cobalt, as it's being called under its working title, promises to bring a new view to the post-apocalyptic storyline. Following Team Rick in The Walking Dead gives viewers a very limited view of how people are handling the outbreak. We know that in most southern states things are pretty bad just based on comments from different survivors, but hopefully with Cobalt we'll be able to see how other parts of the United States are getting along with the undead menace.
The new show is written by Dave Erikson and original creator Robert Kirkman and may act as a sort of prequel. After all, we didn't get to see much of what took place during the initial outbreak as Rick was in a coma and somehow missed the end of the world.
Cobalt will begin filming in early 2015 and is rumored to be included in the AMC fall lineup.
