The Creative Assembly has released a free Halloween update for Total War: Rome II, which adds the Lemuria festival to the game alongside a new challenge, Nightmare Mode.

The new mode is what will really get players attention, and definitely fits within the Halloween spirit. Nightmare Mode can be toggled from the options menu, and will cause negative effects on troops in battle.
They'll experience horrifying visions and Harpies will fill the sky--this won't have a positive effect on their mentality or morale, to see the least, and will make the fights more difficult. A Steam achievement will be awarded to anyone who competes in a Nightmare Mode campaign battle.
The developers describe Lemuria as an ancient feast during which restless spirits were exorcised from the home with the alternate offering of beans and then clashing of cooking pots--you can see why it would be themed for Halloween. Presumably, Lemuria occurs during the campaign to celebrate the season.
The new Rally Point video (below) discusses the Halloween update, but mostly focuses on the recently announced Total War: Attila game. Some more details and explanations are provided--stay tuned for more on the standalone title.
