The trailer describes a global simultaneous terrorist attack that cripples world governments, leaving only the powerful military company Atlus in a position to fight back. It has the largest standing military in the world according to the narration, and is led by a sinister-sounding Kevin Spacey.
Spacey's appearance in the game (as a motion-capped character and its voice actor) grabbed headlines upon the game's debut, and we get a more in-depth look at his motivations in this trailer.

The video hits heavily on the theme of power and the true influence you can have with huge amounts of it, in this context essentially allowing Atlus to act outside the rules of any governing body.
The actual gameplay footage in the trailer looks slick, though there isn't much of it against the dramatic backdrop of the story and its cutscenes. There's a lot of traditional Call of Duty campaign fare--things burning, people falling, and large vehicles--but the futuristic setting does make things intriguing.
