This is because the new Operator skin will be based on Snoop Dogg. Activision released the Tracer Pack: Snoop Dogg Operator Bundle on Apr. 19.
For those who still haven't purchased it, you still have a lot of time since the game developer hasn't stated when will it remove the bundle from the official store.

'Call of Duty: Vanguard' Snoop Dogg Operator Bundle Review
According to Kotaku's latest report, the new Snoop Dogg content offers a playable operator in the appearance of the popular hip-hop rapper.
The giant game publisher announced that this new Operator skin can be leveled up just like other character cosmetics of "Vanguard."

Snoop Dogg also offers four challenges that can help gamers earn Operator XP, allowing them to enhance their new skin.
"Play as Snoop and get Kills, Headshot Kills, Hipfire Kills, and Wins to unlock sizable Operator XP rewards," said Activision via its official blog post.

Gamers can purchase the bundle for 2400 CP, which is not a bad deal since the new Tracer Pack: Snoop Dogg offers more than just the Operator skin.

Aside from the Legendary Snoop Dogg Operator Skin, Activision also included other weapon and item cosmetics, such as the following:

Now, all these new Snoop Dogg-based in-game content are clearly worth it, especially since it is only 2,400 COD Points.
On the other hand, Activision is doing a great job on promoting the new Operator bundle. The game creator accurately described the rapper while effectively linking him to the game.
"Now, he is still releasing music and appearing as a media personality on multiple shows, but in his free time, he chooses to fight as an operator in Call of Duty," said Activision in Snoop Dogg's Operator bio.
