For a long time Fallout 4's Playstation 4 version will get support for Mods soon, as recently announded by Betheseda today. The developer explained that an update to the game that unlocks Mod support will be out this month on PS4.
Reports have also claimed that Fallout 4's new update on PC is already on the market. Update 1.8 fixes some crash scenarios and number of bugs. Their new updates is currently in certification for Xbox One and PS4, and would land soon on consoles.
Bethesda announced that it had an agreement with Sony to allow mods for Skyrim Special Edition and Fallout4. PS4 mods are limited for internal assets only, which means there will be fewer modes on PS4 than PC and XBOX ONE.
There' s no exact date on when Skyrim Special Edition modes will be available on PS4 according to Game Spot.
Playstation 4's road towards mod support has been a long, and repeatedly delayed. However, Bethesda figured out how to deliver mode support, but with a huge restriction: mods can't use external assets according to Polygon.

Also Bethesda noted that PS4 mods unly use content found in the game and DCL packs, in which external assets can't be used. Bethesda also confirmed Fallout 4 1.8 update is live on PC today according to Express.
