According to iTechPost, "Tom Clancy's The Division" servers are always getting maintenance issues and it seems like the guys in Ubisoft are doing their best to fix the problems about the bugs and glitches.

Players are now hoping that Ubisoft will release a new DLC for "Tom Clancy's The Division" and that this new DLC will get rid of the issues.
