Activision released a teaser video for the game today, which you can watch below. There's no gameplay, but it's a bit more than just a title screen.
The teaser comes with some snippets of dialogue that begin to hint at the story, though it's pretty much impossible to establish a context with the limited number of lines. The good news is that the end of the trailer announced when we will see more of the game: Black Ops III will make its world reveal later this month, on April 26.

Treyarch Studios will develop the game, as it has with the past two Black Ops games. The studio does not handle the rest of the franchise, exclusively developing titles in only this sort of spin-off series as well as Call of Duty: World at War. Call of Duty: Advanced Warfare was developed by Sledgehammer Games, who worked alongside Infinity Ward to develop Modern Warfare 3.
BlackOps II seems fairly recent, but was actually released nearly three years ago by this time. Given the mention of his name in the new teaser, Black Ops III will continue the story of David Mason.
