First and foremost, Frank doesn't sound like his most joyful and calm self in the voice over. Fans of the show are used to his smooth cadence and soothing southern accent. This doesn't sound like a Frank that's trying to sweet talk you, this sounds like a Frank who's about to murder you.
As we've theorized before, it seems the trailer is pointing to a sort of breakdown, not just in Frank's political empire but to the relationship between himself and Claire. The scenes we see of them together there seems to be a distance, their interactions forced. Very different from what it has been.

Claire's last line in the trailer is chilling, "We're murders, Frank."
The truth comes out and Claire doesn't seem nearly as ok with it as Frank is. Could this be the split between them? Is Frank's moral ambiguity finally too much for Claire?
The trailer also gives your brief flashes of what others are up to during this time as well as the impression that not everyone is happy with the way that Frank is running things. The turmoil it would appear has spilled over into the country as we see military burials and protests. The season, which may be the last, is sure to be an intense one.
