Frank has managed to end each of his previous season in a better position than when he started. Even when things looked like they were going to go wrong, he was always five steps ahead. Now he's the President and there's nowhere left to go.

Netflix Revitalizes Movie and Television Lineup for New Year
There's no news regarding what role this new character will play on the show but considering how things have played out in the past, it's been pretty clear that anyone with any ambition is a thorn in Frank's side that will be dealt with sooner or later.
When we left Frank off at the end of season two, he had managed to gain the title of President through his various wheeling and dealings. His constant quest for more and more power have been the sort of driving force behind the show.
Now that he's gained all the power he possibly can in the government, it will be interesting to see what he does to keep it.
House of Cards returns February 27, 2015 on Netflix.
