Bebop and Rocksteady will be in the TMNT sequel! The longtime villains will be making a leap to the big screen after being featured in the cartoon series for many years.

During an interview with foreign movie website Omelete Platinum Dunes producers Brad Fuller and Andrew Form dropped the bomb.
"We can say that Bebop and Rocksteady are in the film, and Casey Jones is a character that we love and we're trying to fit him in as well," Form stated."

The two first made their appearance way back in 1987 as part of a toy line up (like everything in 80s, the toys came before the show). The duo were once human gang members but they were mutated by Shredder, who is also probably the worst boss in the world, after failing to subdue the turtles as humans. They're not very bright but they sure are tough.
They were part of a steady line up of bad guys that faced off against the Turtles during the course of the original series and future versions of the cartoon. They've never been in any of the movies despite being familiar faces on the show because they were exclusive to the cartoon. Paramount and Platinum Dunes, the studios handling the new film, have managed to acquire the rights to use the bumbling duo on film.
Hopefully they will be able to work fan favorite Casey Jones into the new film as well. Casey Jones is a hockey mask-wearing vigilante that helps the turtles in their time of need. He also maybe has a thing for April O'Neil, but that's not important.
TMNT 2 is scheduled for a summer 2016 release so the studios still have a good amount of time to figure all of these things out.
