Unfortunately, FIFA fans who watch or have interest in the Campeonato Brasileiro--the Brazilian football first division--will not be able to play as clubs from the league in FIFA 15.
EA Announces EA Access, A Game Subscription Service For Xbox One
EA Sports announced on its website that it was not able to attain the rights to the league this year, and that the club teams would be absent from the game as a result. Neymar, Oscar and other Brazilian stars playing abroad will still be present as will the national team, but no Santos, Sao Paolo and company to play as or manage.
"Today, we want to inform you that due to some changes in the ways players are licensed in Brazil domestic leagues, we were unable to reach an agreement with the Brazilian rights holders for their inclusion in FIFA 15.

"While this is unfortunate news for many of our fans, we were able to retain the Brazil National Team in FIFA 15 as well as the Brazilian stars that play in other top leagues around the world. A poll voted on by fans determined that the Turkish league was the most-requested, making it a likely candidate to be the (or one of several) league announcements at Gamescom. It would have been nice to have the Brazilian clubs in as well, but at the least, Brazil's other players and its national team are still available.
