"League of Legends" BelVeth is not yet available on the official Summoner's Rift servers. But, Riot Games already launched the character in the PBE (Public Beta Environment) servers.
This means that "League of Legends" Beta testers are the only ones who can use BelVeth. Riot Games' latest void hero is actually making some noise in the "LoL" community.
Aside from having a great design, she also has a very unique attack visual effects, making her look like a stingray or manta ray.
As of writing, she is expected to arrive once the new "League of Legends" Patch 12.11 launches, which is on June 8. Before that happens, here's a quick gameplay guide of BelVeth.

According to Polygon's latest report, BelVeth is expected to be a jungle hero because of her passive skills. Now, let's break down her abilities to give you more ideas.

Death in Lavender (Passive)
Offers bonus attack speed to the next two basic attacks after using BelVeth's skills. Provides permanent bonus attack speed after killing neutral creeps.
Void Surge (First Skill/Q)
BelVeth will dash in one of the four directions provided by her marks. This allows her to deal with additional on-hit effects against her enemies.
Death From Above (Second Skill/W)
She will use her tail to slam the ground, knocking enemies in the air. This will also slow them.
Royal Maelstorm (Third Skill/E)
When Royal Maelstorm is activated, BelVeth will have her storms surround her. If enemies go near her, the one with the lowest HP will be targeted by the Royal Maelstorm.
Endless Banquet (Last Skill/R)
BelVeth's last skill has three levels; passive, active, and true form. When not activated, Endless Banquet will deal additional True Damage to an enemy repeatedly targeted. When activated, she will consume her Void Coral stacks and explode. Once she is in her True Form, she will gain increased health, attack speed, attack range, and true damage.
BelVeth Champion Pairing Guide
Based on her skills, BelVeth is quite vulnerable against champions with great CCs (Crowd Controls). Since this is the case, you need to know the champions that can be paired with her.

Allows BelVeth to have additional movement speed.
Veigar
Veigar can easily stun heroes, allowing BelVeth to catch up to them in no time.

In short, any hero that offers additional movement speed or can control enemy movements is a great pair for the new void champion.
